Under consideration at OIPC : There is a reasonable argument for repatriation of the Alaskan territory to the land title possession of Original indigenous Peoples of those lands on the basis of absence of jurisdiction for : 
- Russia to have claimed the land through the 1825 demarcation agreement with Britain / England / United Kingdom; and,
 
- That as based upon Custom Law, there was no original entitlement for Russia to sell Alaska to the United States
 
- TLINGIT Peoples are historically known as "Peoples of the tides";
